In my experience the only thing that causes that type of surface rust on an engine is if it sat for a long time without being run. If the brake rotors look rusty too then there's your answer.

A couple of possiblities, I am dealing with the same thing right now. My air is warm but not as hot as it should be. In order of likelyhood: 1. Thermostat stuck closed. 2. Thermostat stuck open. 3. Plugged heater core. 4. Heater control valve is on the fritz.

Took the lower dash off to see about replacing the switch. I didn't figure out how to remove it, but somehow the lights started working again. I'm thinking the switch might have been stuck and simply didn't come out all the way. Might be a good idea to replace it anyway though.
