This is a 1992 - Cherokee XJ ? the FP gets 12v from relay NOT PCM? The FP is not constant power unless engine running... The ignition gets power from relay... We need to get you some wiring diagrams something is making mental picture cloudy.

I do not think you have a problem with grounds - more likely a power feed ie coils or inj. on bank 2. The coil for cyl 4 is a clue. Look at diagram confirm which fuse - #6 is a 30amp and a major circuit - ASD is the main circuit for jeep.

vacuum leak is knee jerk answer to whistle and power loss. Its a 92 not a great OBD but try to get codes. JPN's suggestion to use spray to locate vac leaks - a easy fast trick try it.

Are you using a scanner ? I am thinking a chain incorrectly installed would cause timing issues and set correlation (sync) codes. And the scanner could show offset. let us know. Maybe a scan and post all codes.. Look at live data - ECT, FT's, MAP, TPS, o2 voltages, and finally...

ideally you want a fuel pressure gauge to do checks. Always scan for code even if light is off. I will guess a 4.0L - let us know if you can trouble shoot elecs. use a wiring diagram and a test lamp.
