A good hose shop could make a new line, but you would have remove it and bring it to them. It's just a hydraulic line.

The jury rigged hose clamp setup is not rated for the pressure in the line when it is full of fluid. You probably lost most of the fluid, that's why it's staying together. Does the clutch release when you push the pedal?

I am going to replace the fuel pump in my new to me '95 YJ this weekend. Is there anything else besides a new fuel pump that I will need or should replace? Gaskets, fittings, etc?

A simple check is to short the solenoid control wire to the power wire. It bypasses the ignition circuit, if your starter is good it will crank.

Make sure your battery connections are clean and tight. A loose connection will let your lights and radio play but won't pass enough current to crank the starter.
