I think that most people around here would frown on a 3" body lift - it tends to put alot of stress on the body bolts, meaning that if you slammed on the brakes, or got hit, the bolts could sheer off. Personally, I think that a 1 - 1.5" body lift along with some longer shackles is a better way to go.
As to your question, XT Master is right - new rims, or spacers will fix you right up.
As to your shocks question - I had Pro Comps on my CJ (10 years ago) and they rode hard on the street, but this is just my opinion from a long time ago - your mileage may vary. Since your suspension is still at stock height (you have a body lift, not suspension) you could just put some stock shocks on. They should be pretty cheap at your local auto parts store. You may also want to think about greasing your leaf springs some. If you haven't driven this jeep much, the springs may be rusty and less likely to compress.
I suggest driving it a little while, and deciding where you want to go with your lift. If you end up putting new leaf springs on then any money you spend on shocks now would be wasted. Chances are that a new lift kit would ride alot nicer than your 16 year old stock springs.
