Seat belt problem

I am having a problem with one of my rear seat belts.It locked and will not unlock.It will not retract nor can you pull it out.Is there anyway to get it unlocked or is just time for new seat belts.I have a 97 tj with the 3 point rear seat belts.

If you remove the seatbelt assembly and the cover, there's a cam that locks the belt when it's pulled too fast. Use a small screw driver or a small pick to move the cam to unlock then retract the belt. If it keeps locking up, it's time to replace it.

Ok thanks for the help.I took it off yesterday but I could not get to anything because of the plastic shroud that is riveted on.Guess It is time to drill the rivet.
